Compliance Frequently Asked Questions
Authoritative answers to common carrier questions regarding federal UCR filings, state mileage taxes, dispatch turnaround times, and temporary highway permits.
Who needs to register under the Unified Carrier Registration (UCR) annually?
Under federal law, any motor carrier operating commercial motor vehicles in interstate or international commerce—regardless of whether for-hire or private fleet—as well as freight brokers, freight forwarders, and commercial leasing companies, are required to pay annual UCR fees. Brackets are determined by your active power unit fleet count.
How does the Oregon Temporary Pass work vs a Permanent Account?
Oregon does not participate in IFTA for fuel and weight. Instead, it levies a Weight-Mile tax. If you do not maintain a permanent Oregon account with a posted surety bond, you must obtain a single-trip temporary pass before entering the state. The fee combines a $45 base statutory filing charge plus mileage rates ($0.28–$0.38/mi) based on registered weight.
What is the New York Highway Use Tax (HUT) decal requirement?
New York requires commercial motor vehicles with a registered gross vehicle weight exceeding 18,000 lbs to obtain a NY HUT Certificate of Registration and visibly display a valid 24th Series HUT decal on each power unit before operating on public highways in New York. A 72-hour temporary highway pass is available for urgent single trips.
When is a New Mexico Weight-Distance Tax (WDT) permit required?
All commercial motor vehicles operating on New Mexico roadways with a declared gross vehicle weight over 26,000 lbs are subject to NM Weight Distance Tax. Non-resident carriers must secure an active NM permit or temporary trip pass before passing through state Ports of Entry.
Who needs a KYU number in Kentucky?
A KYU number is an active tax account license issued by the Kentucky Transportation Cabinet (KYTC). It is mandatory for all motor carriers operating commercial vehicles with a combined license weight greater than 59,999 lbs on Kentucky roadways.
How fast can I receive a Florida temporary trip or fuel permit?
Most Florida 10-day temporary trip permits and fuel permits are issued within 1 to 2 hours during standard business operating hours. Permits include an official state barcode transmitted directly to your email for immediate digital or print display.
What does the Washington 3-Day trip permit cover?
A Washington 3-day trip permit allows commercial vehicles that are not apportioned under IRP to operate legally inside Washington for up to 3 consecutive days. A maximum of 3 permits can be issued per vehicle in any rolling 30-day period.
How long must commercial mileage records be maintained for audits?
Federal FMCSA regulations and state weight-distance authorities (ODOT, NY DTF, NM TRD, KYTC) mandate that carriers retain daily vehicle trip inspection reports, electronic logging device (ELD) records, fuel receipts, and quarterly tax declarations for a minimum of 4 calendar years.
