UCR for Seasonal and Temporary Carriers

The Unified Carrier Registration (UCR) Program applies to many carriers that operate only part of the year or on a temporary basis. A common mistake is assuming that limited operations mean UCR is optional—but in most cases, it’s still required.

Do Seasonal or Temporary Carriers Need UCR?

Yes—if they operate in interstate commerce, even briefly.

You must register for UCR if you:

  • Operate a commercial motor vehicle in interstate commerce

  • Are a motor carrier, broker, freight forwarder, or leasing company

  • Transport property or passengers for compensation or business

  • Operate even one day during the year

There is no exemption just because operations are seasonal, short-term, or occasional.


 What Counts as Seasonal or Temporary Operation?

Examples include:

  • Agricultural harvest hauling

  • Construction-season trucking

  • Wildfire or emergency response hauling

  • Holiday or peak-season freight

  • One-time or limited interstate contracts

  • Temporary authority or short-term leases

 If the operation crosses state lines, UCR applies.


 How Long Is UCR Valid?

  • UCR registration is valid for the calendar year (January 1 – December 31)

  • There are no monthly or prorated options

  • Registering late in the year still requires full annual payment

 Even if you operate for just a few weeks, you must pay the full UCR fee for that year.


 UCR Fees for Seasonal Carriers

Fees are based on the number of power units operated during the year, not how long they are used.

  • 0–2 power units: lowest fee tier

  • Fees increase as fleet size increases

Tip: If your fleet size changes seasonally, use the maximum number of power units you operate at any point during the year.


 Proof of Registration & Enforcement

Seasonal carriers are enforced the same as year-round carriers.

Enforcement may occur:

  • At weigh stations

  • During roadside inspections

  • Through audits and compliance checks

You must be able to show:

  • Active UCR registration

  • Correct fleet size reported

Many states check UCR electronically, so lack of proof doesn’t prevent citations.


 Common Mistakes Seasonal Carriers Make

  •  Assuming short-term operation is exempt

  •  Registering only when stopped by enforcement

  •  Underreporting power units to reduce fees

  • Forgetting to renew before starting seasonal work

  •  Confusing UCR with IRP or IFTA requirements


 Special Note for Agricultural & Harvest Carriers

Some agricultural operations may be exempt from other regulations, but UCR usually still applies if:

  • You cross state lines

  • You operate commercial vehicles

  • The operation supports a business
