Whether you must file UCR depends on how the vehicle is operated, not simply on having a DOT number. Below is a breakdown of when a DOT number does and does not trigger UCR requirements.

When a DOT Number Does Require a UCR Filing

You must file UCR if ALL the following are true:

  1. You have a USDOT number,
    AND

  2. You operate commercial motor vehicles,
    AND

  3. Your operations include interstate commerce, even occasionally.

If these apply, you must register with the UCR Program and pay the annual fee based on fleet size.

Examples where UCR is required:

  • A trucking company crossing state lines

  • A hotshot or pickup truck towing over 10,001 lbs interstate

  • A box truck delivering cargo to another state

  • A bus company operating across state borders

  • A private carrier transporting their own goods interstate

  • A for-hire motor carrier with interstate authority (MC number)


When a DOT Number Does Not Require a UCR Filing

You do not need UCR if you meet any of these conditions:

1. You operate intrastate ONLY

If you never cross state lines and do not transport goods/people that originated from or are destined for another state, you are exempt.

2. You have a DOT number only because of intrastate state-level rules

Some states (e.g., Texas, California, Pennsylvania) require DOT numbers for intrastate carriers.

3. You are an exempt carrier type
